Borrowing bylaw final
The $59 million borrowing bylaw needed to help the city proceed with construction of an office complex to accompany its new civic centre got the final approval from council Monday.
The alternative approval process that could have forced council to call a referendum on the bylaw came up well short of the needed 4,528 forms to be filled out by Aug. 7 despite a heated controversy in the community. On Monday, a report on the process was delivered to council which then finalized the bylaw.
Council also authorized development of a communications plan to explain its reasoning behind going ahead with the office tower after its private partner, Uptown Property Group, pulled out.
“Our view of the world is by the time that building is about half up we hope to have the cost covered,” said Coun. Bill Harper. “There are a number of ways to get the business plan out to people.”
He also said council gave the OK to hire a company to sell the building.
